I don't understand how PRIME relates to shipping charges.

You pay an annual membership fee.
 
If you make many orders at <$25 each, and/or you usually NEED your stuff
in 1 day, Prime can be a good deal. Otherwise, plan your orders and use
the default free shipping.

Just be aware that if you don't have Prime, Amazon will often sit on your orders for 5-6
days. Amazon is much slower to ship non-Prime.
