The Japanese reporter has written a very interesting story on Japan's
ageing population. It is apparent that the Japanese treat their
elderly criminals very well. One wonders what crime could they have
committed to land them in jail for extended (?) sentences. What I
read in this story is that their elderly have found a way to get free
accommodation, food, structured activity, attention from well paid and
trained staff and good health care. Its even better than going to a
nursing home, wipe out whatever savings one has and risk being
neglected or abused. Or worse have no fnancial resources and have to
live in the streets.

As Japan ages, prisons adapt to going gray

ONOMICHI, Japan: In the prison's brightly lighted workroom here, 47
inmates sat behind long tables and quietly performed their chores.

Grasping some pink checkered fabric, No. 303 unhurriedly started
making a pair of knit slippers. Some seats away, No. 335 gently
threaded gray envelopes with white string. Up front, No. 229 was
gluing together corrugated cardboard pads, and his stack rose
steadily, though slowly.

Not the hard prison labor you might expect, but at an average age of
74 -- with the oldest at 88 -- these were not typical inmates. Work was
kept light, and if any felt ill, they could lie down nearby on a
tatami mat. Prescription drugs, wheeled walkers and a stretcher were
also kept on hand, as well as a box of "discreet, underwearlike" adult
diapers.

"In our workshop for the elderly, we definitely receive preferential
treatment," said one 76-year-old, who works six hours a day, or two
hours less than younger inmates with more strenuous jobs. "In general,
you know, the conditions are much, much more severe."

With one of the world's most rapidly aging societies, Japan is
confronting a sharp increase in the number of older criminals and
prisoners. Japanese 65 and over now make up the fastest-growing group
of criminals.

The prison population is aging in the United States, too, but that is
a result mostly of long mandatory sentences and restrictive parole
practices. In Japan, by contrast, the rise is being driven by crime,
mostly nonviolent.

From 2000 to 2006, the number of older inmates soared by 160 percent,
to 46,637, from 17,942, according to Japan's National Police Agency.
Shoplifting accounted for 54 percent of the total in 2006 and petty
theft for 23 percent.

As a result, penitentiaries are struggling to adapt environments
designed with the young in mind to a lawbreaking population that is
fragile physically and often mentally.

If work programs, toilets, cafeteria menus and health services are
changing, so are smaller things in the prison landscape. Older
convicts are exempted from marching in formation in some prisons. On
New Year's Day, rice cakes are cut into tiny pieces so they won't
become stuck in aging throats.

Here in western Japan, Onomichi Prison, a small facility with a
special ward for older inmates, who make up 22 percent of the prison's
population, is in the vanguard in dealing with this new problem. But
recent visits to two large penitentiaries, one maximum security and
the other minimum, underscored the more deep-rooted problems
associated with the increase in older prisoners.

A recent Justice Ministry report said that older people were
increasingly turning to crime out of poverty and isolation, suggesting
a breakdown in traditional family and community ties. With nowhere
else to go, more of the older inmates serve out their full sentences,
instead of being released on parole like younger prisoners. What is
more, recidivism is higher among the older inmates.

"There are some elderly who are afraid of going back into society,"
said Takashi Hayashi, vice director of Onomichi Prison. "If they stay
in prison, everything's taken care of. There are examples of elderly
who've left prison, used up what money they had, then were arrested
after shoplifting at a convenience store. They'd made up their minds
to go back to prison."

While the main reason behind the explosion in graying lawbreakers is
the rapid aging of Japan's population, the rates have far outpaced the
increase of older people in the general population.

Between 2000 and 2006, while the total population of Japanese 60 and
over rose by 17 percent, inmates of the same age group swelled by 87
percent. In the country's 74 prisons, the proportion of older inmates
rose to 12.3 percent in 2006 from 9.3 percent in 2000, while the share
of those in their 20s declined and in other age groups remained flat.

Japan's rates are much higher than those in the West. America's
prisons -- where those 55 years and over are categorized as elderly --
are also graying. But such prisoners accounted for only 4.6 percent of
the total prison population in the United States in 2005, according to
the federal Bureau of Justice Statistics.

It is not clear how much the graying of the population has added to
the costs of running Japan's prisons. But officials said health care
costs presented a particular burden.

In Fuchu Prison in suburban Tokyo, a maximum-security facility and the
country's largest and oldest prison, four nurses look after older
inmates with ailments like high blood pressure and diabetes, and with
psychological problems. An increasing number with more serious
illnesses are hospitalized outside the prison, requiring guards, said
Kenji Sawada, an official at Fuchu, where 17 percent of the inmates
are 60 and over.

Yes,you're right,that I should be grateful I'm in the UK,instead of
the US or Canada. But this is not about me being grateful for the
amount of money I'm getting,but instead all that I wanted to now is of
a realatively easy way of making extra money to cover the debts I'm
facing.
I've considered completing online surveys,but they pay a very small
amount per completed survey. So,once again,if anyone knows of any ways
of getting some extra money I'd be interested in hearing it.

Work is a relatively easy way of making money.
Or selling some of what you have - on ebay, car boot, local market or
wherever.
Selling body parts has been known to work, though I won't personally
recommend it. Or volunteering for medical trials, though depends on
what your body and its chemicals is like.

Delivering free papers is a regular way of getting money to cover
debts too. All weathers, but even £20 or £30 a week adds up. And
always seem to be vacancies.

You might try discussing your situation with a local social services
worker or job placement service to see if they have any ideas. Also,
can't you get drug treatment for your depression? I just had dinner a
few days ago with a relative who lives in the UK and he was extolling
the virtues of their socialized medical system, so I imagine if you do
need drug therapy that it would probably be free or very low cost.

I know someone in her early 40's who has severe bipolar depression. I
have known this person since she was a baby. She takes medicine for her
depression and she undergoes weekly psychological therapy. Her treatment
helps her immensely. Finding the right medicine for her took several
years, but she functions great, to the point where she owns a thriving
business and is helping her husband start up a second business.

You earn more money you'll get less benefits. If you're well enough to
work you shouldn't be on benefits.

What skills do you have? Can you write short articles? Can you
research? There are job opportunities out there for people with lots
of skills but if you are not fit to work then you should just stop
spending money and get some debt advice.

If you can write stunningly good articles you could sell them or work
for someone for cash but then you'd have to declare your earnings.

Someone extolling the virtues of the national health service (NHS)?
Seriously, its not bad. Drugs are set price (about £6.50 per item on
prescription for those that have to pay) or free to those on certain
benefits.
Doctors and hospital visits are free - even dentists if you can find
one covering NHS patients (there are still a few).

The problems come with different standards, different drugs (one area
may be willing to pay for a drug thats not given in another area -
known as a postcode lottery) and not enough time.
I've met some wonderful doctors. And some crap ones. Some will simply
authorise drugs without trying to get to the root of the problem,
others will go a step further but takes more time and resources.

Getting decent therapy can be a bit harder. Some are hardly helped at
all, others get a session only when there's resources to handle them.
Could be every few months for some.
The health service has been known to cut services to balance its
books. Basically its a big financial black hole that can always spend
more money than its given, but it does do a good job compared to some
countries health services.

Why don't you go to where rich people are in your area, stand outside, and
ask people for a moment of their time. Tell them you are learning and would
like to know if they could suggest ways for you to make money.

Some people may not give you the time of day. Others may tell you to get a
job. BUT maybe a few will take some time and listen to you. Perhaps one of
them will give you some good advice. Maybe someone would need some help
typing something up? Who knows??? At least you will get out of the house and
get some exercise. This is good!

Saturday to work with his country's neighbors to fight terrorism,
comments that come under intense pressure from Turkey and the United
States for his government to help put an end to attacks from Kurdish
rebels based in northern Iraq.

The top U.S. diplomat, Secretary of State Condoleezza Rice, played go-
between with Turkish and Iraqi officials as escalating tensions along
the Turkish-Iraqi border overshadowed an international meeting on
Iraq's future. Turkish troops are massed on the border, and world
leaders are trying to prevent an assault that could open a new front
in the Iraq war.

"Iraq should not be a base for attacks against neighbors," al-Maliki
said. "We will cooperate with our neighbors in defeating this threat."

The U.N. chief appealed for dialogue to resolve fears of a Turkish
offensive against the rebels.

"The series of incidents along the border between Turkey and Iraq
demonstrates the need for continuous engagement to address concerns,"
U.N. Secretary-General Ban Ki-moon told the delegates. "We recognize
Turkey's security concerns."

Rice and her foreign minister counterparts from Iraq and Turkey held a
private meeting on the sidelines of the conference. The small session
began with stiff smiles and pleasantries before reporters were ushered
away.

Earlier, al-Maliki's spokesman had warned that no one can stop Kurdish
rebels in Iraq's remote northern border region from attacking Turkey.

"It's not in our capacity" to capture the rebels, Iraqi government
spokesman Ali al-Dabbagh said. "It's not even in the capacity of
Turkey."

Turkey is hosting the session, which includes about two dozen nations
and organizations pledged to support Iraq's U.S.-backed government
economically and politically.

The guest list includes Iran and Syria, two nations the United States
blames for furthering instability and violence inside Iraq. Secretary
of State Condoleezza Rice sat across from Iran's foreign minister at
an opening dinner Friday night, but the two had no private meeting -
something Iraq and many other Mideast nations had hoped for.

Until now, Iraq's border with Turkey to the north was not considered
much of a problem for U.S. forces or the fragile government in
Baghdad. That changed over the past month with an onslaught of attacks
by the Kurdistan Workers Party rebel group, known by the initials PKK.

The deaths of more than 40 people over the past month have pushed
Turkey to threaten a major offensive across the Iraq border unless
Iraq and the United States can neutralize the rebels first. The
Turkish anger came on top of umbrage over a U.S. congressional vote
labeling the 1915 deaths of Armenians at the hands of Ottoman Turks a
genocide.

Rice urged calm and cooperation in a string of meetings Friday with
top Turkish leaders who insisted that Turkey will do what it must to
stop the rebel attacks.

She made a similar argument later in a separate meeting with Iraqi
Prime Minister Nouri al-Maliki, whose government has said it will not
stand for any cross-border assault. Al-Maliki agreed with Rice that
the PKK is a terrorist threat, but he does not have the forces or
political strength to do much about it.

The Kurdish rebels operate in Iraq's semiautonomous Kurdish region, an
oil-rich sector that has Iraq's lone fully functioning government and
sound economy. Turkey, the United States and the Baghdad central
government all say any meaningful action against the rebels must come
at least partly from the Kurdish regional government. Turkey accuses
the Iraqi Kurds of helping the PKK or at least looking the other way,
and the United States has said the Kurds are "inactive" against the
PKK.
