For the most part, yes. The lower the humidity, the better it works.
Yesterday, the humidity was 33%, sounded fairly low, so I figured I'd give
it a try. Worked ok.
I dunno how often the humidity gets that low in Dallas. It's been very
humid (it's rained much more than ususal), but it's finally dried out a bit,
and I think it'll work ok for the next week or so.

As a data point, the general rule of thumb here in Phoenix is coolers
are effective up to a dew point of 50 to 55 degrees.
