for the best tips on how to budget. The top helpful one has been:
write down everything you spend.

This is golden! You can use the record to budget and set goals, and
when you see yourself over a limit (I keep a daily and weekly record),
you know immediately that you have to cut back or make it up.

I believe the main reason for writing it down is so you don't nickel/
dime yourself into debt. I agree you can then review and see where
you're wasting the money though. Too bad people wait until they "have
to" before budgeting their money; imagine how much they might have had
they done it when the belt was a bit looser?

Check out DollarStretcher. com for lots of budgeting tips and other helpful
advice for living on a fixed income. Seniorark.com is another helpful site.

Remember not toforget all those little expenses when planning your budget.
Sometimes things that only cost a few dollars here and there can start to
add up and put your budget out of whack.

Whatever you do, leave some wiggle room in each budget category. Prices go
up and you can depend on unplanned expenses occurring from time to time.
Always set something aside for savings even it is just a small amount. Try
to keep at least a $500 emergency fund. It isn't always easy to do, but it
will bail you out of lots of situations.

I have been using MS Money since I got my first computer back in 1995 and it
has been a lifesaver (or should I say budget saver). It is very easy to
keep track of every dollar I make and spend. Now there are no unpleasant
surprises when I open a credit card statement because every evening I get
out my receipts and type them into MS Money. I have never over-drawn my
bank account because I type every deposit, check and withdrawal from the
ATM. Also, I can back up my file to an external hard drive or a thumb drive
and not worry about my computer crashing and losing my info. I would be
lost without it.

Yeah - that's called "spaving" - spending on deals, markdowns, sales,
closeouts etc. thinking you save money in the process. The trap in
thinking that way is you end up fearing that "X" won't ever be seen for
such a good price again. And you end up buying way too much of "X" just
because it's at a sales price.

One obvious and easy reality check you can do is start marking the
month/year you buy your grocery items on the package. And then see how
long you have that item before you finally use it up. Some things turn
over real fast. But if you find two years later that you still have cans
of tomato products or canned soups in your pantry you marked "03/2005"
it's gonna cause you to think about how much of what you are buying that
you don't end up using in a reasonable time frame. Adjust your
purchasing accordingly. If you keep buying bargain after bargain just
because it's a good price, and the stuff just sits there beyond
expiration dates, you are wasting money buying bargains, not saving it.

Buying clothing on sale, just because it's on sale, can be another big
trap too.

I have no idea what the details are of your financial situation, but it
sounds like you may have 100% of your investments in savings bonds. If
so, are you sure that's really the optimal asset allocation? If you're
retired (SS is a hint, but you could be disabled or something), obviously
you want to be more conservative, but 100% savings bonds may be too
conservative.

Of course, it depends on a lot of particulars. I just wanted to throw
the idea out there. I'm not a financial planner, etc., etc., etc.

You can't get this kind of return from a bank! You had your chance at 97
cents and BLEW IT!

You can do what I did! I bought 180,000 shares of Worldcom at .06 near
the dip in the crash, figuring, correctly, that the office furniture
auction was going to bring in better than that. I had no trouble finding
sellers...(c; I sold too soon at .19 because it went up to .22 before
the final crash to zero....dammit.

Pink Sheets can be lots of fun...(c;

Anyone ever done this? We have chrome ones that we keep clean but are
aging and would like black ones now and before paying upwards of $40
for a new set of four, was wondering if there is any harm or danger to
painting them black with high gloss metallic paint or something.

If you want to paint them black get the high-heat black that's used
for barbeques and engines. I believe those are intended not to give
off toxic fumes while you cook?

I don't know about painting them, but I bought a set of black drip pans to
replace the chrome ones. I didn't like them - the chrome ones reflect the
heat radiated downward by the heating element back up towards the pot or
pan, where it has a chance to do some good. The black ones absorbed the
heat and conducted it to the stovetop - the whole top got warm.

The only good thing I can say about the black ones is that they looked
better - unlike the shiny chrome ones, they don't show every drip and
spatter.

Just read an article explaining the prospects for the 2008 Social
Security Cola. Earlier this year the projection was for 1.2% to

I remember the time of lots of stuff from Japan. I would see Japanese
products.

But this seems different. I'm actually paying attention to the source
of products, and it seems like EVERYTHING I try to buy is Chinese.
Nothing against the Chinese much, mind you. But the trade is
certainly one-way, and hugely lop-sided.

This is because shipping and communications are more advanced, and
cheaper, than they used to be. It's easier now to export manufacturing
than it ever was in the past. It's also quite attractive when you have
a government that is willing to machine gun down anyone who protests.
This helps keep wages low.

Agreed. I've been using it for over a year, and have had NO crashes.
I've had a couple websites that didn't seem to work, but come to think
of it that was a long time ago, so either they fixed it, or Firefox
got fixed, or I learned better.

Personally, I favor the Ameribag "healthy back" (can't imagine why it's any
healthier than any other shoulder bag, but it has lots of interior pockets)
bags which retail for $80-$120. I have 4 of them. The most expensive was a
buck at a yard sale. I can't imagine why those women were crazy enough to
sell them.

Like alot of us, I'm on a fixed income : SS and 2 federal bonds and a
very bare bones budget.

I have what I suppose folks call a 'comfort zone' of what I want
in my checking account. About every 6 months I panic, because I go
below that zone.

In the past , when I was working, I would hope for a salary increase
or a nice tax return. That is no longer there. My money coming monthly
is ALWAYS the same.

Knowing it is all relaltive about the amount, but lets say I want
to regain $800 that I think want to make up. Has anyone else watched or
do know that they have regained their money by simply by just cutting
spending radically itself?

I know there is no one answer. But this kind of close budget is new
to me. I do not waste money, but I think I bought too many "bargains",
because I thought they were bargains and I can no longer do that.

Perhaps simply cutting back isn't the answer and you need to go back
to work.

As a child, I was able to see the books on how one of my grandparents
lived during retirement, and was amazed at how little was spent. No
cable tv, minimal electric and fuel cost. Many months the largest
expense was the cost of milk. It is possible to live using a minimal
amount of money.

In our own situation, we are setting up for low taxes, low insurance
costs, a fully paid for home, plenty of garden and agricultural space,
our own water and septic, plans for at least some alternate energy,
and anything else I can think of to reduce outflow before inflation
really starts to hit.* I estimate that once everything is in place,
we could live comfortably on less that $10K/yr if needed. Compare
that with what financial planners demand for "successful" retirement.
And I'm not even retired.

*The Fed has a tight row to hoe. Too high interest rates will send us
into recession, too low will not stop speculators and will fuel
inflation. I'm betting on increasing inflation, at least for the
short term. The economy is reaching a point where I think it is
becoming unstable. Not gloom and doom unstable, but enough to make me
want to be prudent and hedge bets.

If you are in Sudan it is a 'missed call'. In Ethiopia it is a
'miskin' or a 'pitiful' call. In other parts of Africa it is a case of
'flashing', 'beeping' or in French-speaking areas 'bipage'.

Wherever you are, it is one of the fastest-growing phenomena in the
continent's booming mobile telephone markets -- and it's a headache
for mobile operators who are trying to figure out how to make some
money out of it.

You beep someone when you call them up on their mobile phone --
setting its display screen briefly flashing -- then hang up half a
second later, before they have had a chance to answer. Your friend --
you hope -- sees your name and number on their list of 'Missed Calls'
and calls you back at his or her expense.

It is a tactic born out of ingenuity and necessity, say analysts who
have tracked an explosion in miskin calls by cash-strapped cellphone
users from Cape Town to Cairo.

"Its roots are as a strategy to save money," said Jonathan Donner, an
India-based researcher for Microsoft who is due to publish a paper on
"The Rules of Beeping" in the high-brow online Journal of Computer
Mediated Communication in October.

Donner first came across beeping in Rwanda, then tracked it across the
continent and beyond, to south and southeast Asia. Studies quoted in
his paper estimate between 20 to more than 30 percent of the calls
made in Africa are just split-second flashes -- empty appeals across
the cellular network.

The beeping boom is being driven by a sharp rise in mobile phone use
across the continent.

Africa had an estimated 192.5 million mobile phone users in 2006, up
from just 25.3 million in 2001, according to figures from the U.N.'s
International Telecommunication Union. Customers may have enough money
for the one-off purchase of a handset, but very little ready cash to
spend on phone cards for the prepaid accounts that dominate the
market.

Africa's mobile phone companies say the practice has become so
widespread they have had to step in to prevent their circuits being
swamped by second-long calls.

"We have about 355 million calls across the whole network every day,"
said Faisal Ijaz Khan, chief marketing officer for the Sudanese arm of
Kuwaiti mobile phone operator Zain (formerly MTC). "And then there are
another 130 million missed calls every day. There are a lot of missed
calls in Africa."

'CALL ME BACK'

Zain is responding to the demand by drawing up plans for a "Call-me-
back" service in Sudan, letting customers send open requests in the
form of a very basic signal to friends for a phone call.

The main advantage for the company is that the requests will be
diverted from the main network and pushed through using a much cheaper
technology (USSD or Unstructured Supplementary Service Data).

A handful of similar schemes are springing up across Africa, says
Informa principal analyst Devine Kofiloto. "It is widespread. It is a
concern for operators in African countries, whose networks become
congested depending on the time of day with calls they cannot bill
for.

"They try to discourage the practice by introducing services where
customers can send a limited number of 'call-back' request either free
of charge or for a minimum fee."

There are plenty of other reasons why mobile operators are keen to cut
down on the practice. One is it annoys customers, pestered by repeated
missed calls.

A second is that 'flashes' eat into one of mobile phone companies'
favorite performance indicators -- ARPU or average revenue per user.
Miscalls earn very little in themselves - and don't always persuade
the target to ring back.

Orange Senegal, Kofiloto said, lets customers send a 'Rappelle
moi' ('Call me back') when their phone credit drops below $0.10. With
Safaricom Kenya, it is a "Flashback 130" (limited to five a day -- and
with the admonishment 'Stop Flashing! Ask Nicely'). Vodacom DR Congo's
'Rappelez moi SVP' service costs $0.01 a message.

MORE THAN MONEY

But beeping is not only about money. Donner's 'Rules of Beeping'
suggests a social protocol for the practice.

"The richer guy pays," he writes. It is acceptable to beep someone if
you are short of cash and they are flush with credit. Never beep
someone poorer than you.

Never beep someone you are tapping for a favor. You don't want to risk
annoying the person you are trying to win over. Never flash your
girlfriend, unless you want to look cheap.

"Most beeps are requests to the mobile owner to call back immediately,
but can also send a pre-negotiated instrumental message such as pick
me up now,' or send a relational sign, such as I'm thinking of you,'"
the paper says.

It can go even further than that.

Cameroonian researchers Victor W.A. Mbarika and Irene Mbarika
identified a different kind of beeping-powered relational call in a
study for the technology association the Institute of Electrical and
Electronics Engineers (IEEE).

"Lovers often communicate with text messages or beeping'," said the
study. "One party dials another's number and then hangs up. One ring
could mean, I am here,' two rings, Call me now.'"

And the name they gave this new entry in the beeping lexicon?
Borrowing a street slang term for an appeal for sex, they christened
it "the booty call."

When I was a kid we did something like that with collect calls when
they were handled by a live operator. If we were going to be home at a
certain hour or getting to an airport we would make a collect call home.
The person answering the phone would tell the operator to try later as
no one who could accept the call would be around. We would then say "I
will call back at 8" and hang up.

With cells and cheap calls it is generally no longer done but it is
even easier now as collect calls are automated-"This is AT&T with a
collect call from 'Flight 237 arriving 8 p.m.' "
