You can be frugal with a cell phone but no need to be a miser. Smart phones
can be bought with 1500 minutes talk and text time for around $100. I'm not a
cell phone user by anyone's imagination but I upgraded to a smart phone last
year and renewed my service contract back at the first of September for $49.95
plus tax and still have over 1500 minutes remaining on my phone.

No, I just know there are options out there instead of paying a monthly bill
to a provider when a cell phone is rarely used. I did LOTS of research before
ever buying a cell phone many years ago. I had a bit over 300 minutes from
my other cell phone that rolled over into the account of the new smart phone
last year. I turn my cell phone on the average of once a month.

I'm not trying to talk you into anything; I'm letting you know there are options
for cell phones other than a monthly contract with a landline provider such as
AT&T or Verizon. You're the one who has no phone but then want to know how to
set up an e-mail account without a phone.
 
I guess when you need an ambulance or a fire truck or the police you'll
just lean out the window and scream for one.
 
People try to help you but evidently we're not giving you the answers you seem
to want. My job is done here; do your own research and solve your problem
by yourself.
