Depends entirely on local zoning law. Contact the zoning department in
the community in question to ask.

The ones from Discover can be generated from their website, too.

However, they are *not* one time use numbers. They are good for as long
as your real number is good, so you can use them for subscription
services, or for on file orders, and things like that.

You can call Discover and have them invalidate a given number, so the
idea would be to use a different number for each merchant, and if one of
the merchants leaked your number, you'd just cancel that one, without
having to go update your on file information at all the other merchants
you deal with.

Probably the easiest thing to do if you want to buy from a site that you
don't trust is to use a prepaid card. There are two kinds of those.
One kind you buy and it has a fixed amount on it. Once that is gone,
they card is useless. So, buy one, use it for your questionable
transaction, and then go use any leftover for random local purchases.

The other kind is refillable. You go to the issuer's web site and can
put money on the card, using your regular credit or debit card.

Not as bad here in Atlanta. About .10/kWh averaging in delivery and
other costs. A surcharge for going over 650kWh in the summer and a
discount in the winter. Most people heat with natural gas which is a
good bit cheaper but is subject to wild fluctuations, I've been adding
solar thermal none the less.

I can't help but think that the pain people feel at the pump is minor
compared to heating a house in a cold climate with oil.

I just returned from vacation in Maine.

Late one evening driving back to our lodgings, we noticed a young woman
sitting on the ground, with her MacBook on her lap. She was illuminated
by the light of her open car door.

The location was just outside the property of the only business for four
miles (a local inn) providing wifi...
