I don't even do that. I just call a nearby supermarket that has an
automated answering service and, of course, disconnect quickly.

I finally had no choice. A hurricane passed by here in 2004 (IIRC)
after which the only cellular service working was Verizon but the copper
landline was fully functional and would power "old fashioned"
telephones. A hurricane passed pretty close by in 2017 and once again
the only cellular service working was Verizon and my neighbor's backup
battery for his FiOS DAC lasted almost an hour of standby time.

Wife and I have two. One, a prepaid, goes with whichever of us is
away from the hovel alone. The other is the "home" phone and adds to
the mix whenever we're out together. Both charge via their USB ports so
wall warts, car and solar chargers are readily available inexpensively
and, most importantly, add one more bit of clutter to our lives :-)

I also recommend OneSuite. I've been using them for years.
 
They take PayPal, which is nice since I don't have to
fork over a credit card number.
 
I make few long distance calls, so the biggest problem is
to get in that one-call-every-six-months bit, but luckily
OneSuite emails you a notification two weeks before your
account will expire, so I know to make a quick call to an
out of state friend.
